Richard Neault

Chief Executive Officer

Founder of MMG Medical Management Group, LLC, both in California & Arizona. While overseeing project programs, will stay in contact with VA Out Reach Offices, Cenpatico Insurance, Health Net Insurance, the VA Hospitals.

Mr. Neault was owner/Manager of Diversified Health Care a management company that owned and operated a sub-acute hospital 131 bed facility in South Central Los Angles California. For the past 3 years he has been developing a Resident Behavioral Health program for young veterans with PTS (post-traumatic stress) and TBI’s (traumatic brain injuries). The program is holistic in nature and brings various disciplines together. Weekly meeting with the VA, social workers, psychologist, case managers, providers and payees have been taking place. At the same time developing sites for the programs, which included site selection, zoning amendments, surveys, developing relationships with veterans’ communities and outreach.

Two focused locations are Sierra Vista, AZ which is 90 highway miles to the VA Tucson Medical Center. This community has the largest Army Intelligence Base in the country. Its elevation at 4,500 ft. provides excellent weather year round. The VA Clinic is in walking distance of the facility. The city has a large veteran retirement community. An assisted living facility for elderly veterans is also planned for the area using VA Aid & Attendance funds for qualified veterans. A VA Claims Processor is on MMG staff, he will process the veteran and connect entitlement programs to cover the cost of assisted living.

The other focus is on Yuma, AZ, a military city. This is home to the Marine Air Base, Army Air Base and Yuma Proving Grounds which is the largest testing ground in the country. In Yuma, MMG is partnered with the Cocopah Indian Tribe to develop a 13 acre site for veterans and families dealing with reentry into society. This facility which is an existing building will include an indoor air conditioned equine center, canine training, with Residential Behavioral Health.

He was Personal Care Holdings, CA, Corp. President, which converted the Glenwood Inn, Menlo Park, CA. of 158 luxury apartments to assisted living & early dementia. He was Director of Personal Care In Home Supportive Services, CA, Corp., and managed a staff of 278 care givers and office staff providing personal care, nutritional services and assisted living services to early dementia and elderly, placement when needed. Most clients were very low income and all entitlement programs were drawn upon. Lake Point Towers Ltd. & 1800 Madison Inc., CA, Lake Merritt Hotel & apartments, Mr. Neault was sole owner of the hotel and apartments. The facility provided short term respite stays. Neault & Assoc., Inc., CA, President 1984, development services and low income housing consulting, municipal financing for Meharry Medical School, Nashville.

Then we converted a great hotel and restaurant to an up scale Alzheimer’s unit in Modesto, CA, Once it was 100% occupied a Chinese group from San Francisco purchased it.

Richard Sparks is an Authorized VA Benefits Counselor. Many veterans have no knowledge of the benefits available to them. There are few Certified VA Benefits Counselors that the VA allows to represent a veteran for benefits.

 

Julie Ann Guffey

Compliance Officer

Julie Ann Guffey has been in the housing and leasing industry since 1986 when she started her career in the multifamily industry in Salt Lake City, UT as a community manager. In 1989, Mrs. Guffey moved to Arizona where she continued her work as a manager focusing on compliance of various Affordable communities until 1998.

In 1998 Mrs. Guffey was contracted with RTC/DIC federal government as compliance agent in the State of Arizona with Phoenix Revitalization Corporation to be a Program Coordinator/Compliance Monitoring Specialist of 6,055 units. Her duties included on-site audits, desk reviews/audits, affordable housing training for on site management with requirements based on HUD handbook 4350.3, annual billing for program fees, LURA release with title agencies reviewing and processing annual reports from properties. In addition, she drafted and presented the annual and semi-annual reports to congress through the RTC/FDIC agency.

In 2000, Mrs. Guffey founded JAG Compliance & Consulting as the approved 3rd party Compliance Auditor for IDA bond (regulatory agreement) financed communities. Services include support and training on monitoring for compliance, training on complying with a variety of housing programs, education and consulting on restoring, maintaining and achieving affordable compliance.

Prior and current work includes over 200 owners/management companies/non-profits, City of Phoenix IDA, Maricopa County IDA, Pima County IDA, and City of Tucson IDA.

In 2015, Mrs. Guffey joined Occupancy Solutions, LLC as the Compliance Specialist overseeing the Compliance Solutions Department where she will provide support and training on monitoring for compliance, training on complying with a variety of housing programs, education and consulting on restoring, maintaining and achieving affordable compliance.

 

Esperanza Ortrga

Out Reach Coordinator

Founder  and President of Student’s Soldiers Justice and Memorial Foundation, a 501 C (3) California nonprofit corporation and New Hope Extended Living for Veterans, with facilities located in California, Yuma, Tucson and Sierra Vista Arizona. These facilities offer supporting housing, employment and on the job training and also provide shelter for women veterans suffering from Military Sexual Trauma (“MST”).

 

Dominic Lopez

Veteran's Liason Officer

Mr. Lopez is the C.E.O. of Kekoa Veteran Foundation. Mr. Lopez is a USN Combat Veteran that works with veterans in crisis as a counselor. He coordinates their needs for housing and veterans benefits

PSL was established in 1994 and its principals’ experience in the Senior Living Industry spans nearly 30 years. Our clients include Private investors, hospitals, banks, and not for profit organizations.

Swoboda Hospitality Specialists is a real estate brokerage firm dedicated exclusively to the hotel industry, licensed in 13 states. Operating since 1954, we specialize only in the sale and purchase of hotel & motel properties. In addition to being licensed real estate brokers, agents and general contractors, our background includes finance, accounting, consulting, construction, development and management.

Swoboda Hospitality Specialists is under an Exclusive Retainer Agreement to represent Veterans Wellness Centers in regards to all acquisition duties of the purchase of existing full service hotels for future development of Veterans Wellness Center facilities.

In addition to facility acquisition, we assist Veterans Wellness Centers in arranging joint ventures and other forms of partnerships, affiliations and investments.
